Our campus is moving forward on the Strategic Plan objectives.
Indiana University East was formed in 1971 when the citizens of Richmond and the surrounding communities requested the Earlham College - Indiana University Extension Center become a regional campus of IU to serve this region. Through a grassroots effort, the community raised the funds used by the Indiana University Trustees to purchase the acreage the campus is built on. In 2023, fifty-two years later, IU East has over 10,000 living alumni and continues to serve the community and region. As Indiana University looks to how it will collectively meet the needs and challenges of a changing world through the IU 2030 strategic planning process, IU East has evaluated how it will continue to impact the communities we serve.
By 2030, IU East will increase Indiana University’s impact in the east-central region of the state by measurably contributing to baccalaureate attainment as well as the economic and cultural prosperity of the region. Over the next seven years we will continue to expand and refine our efforts to help more high school graduates consider themselves as college-going students, and we will increase the graduation rates of all students, focusing on the needs of first generation and underrepresented students. We will be seen as a partner of choice for regional high schools and strengthen our on-campus student experience to be one that is student-ready, inclusive, and resource rich. Our academic programs and services will be based in a holistic student experience, providing wraparound support and services to meet student needs. We will have academic programs and experiential learning opportunities that prepare students for success in wide variety of careers, especially for those career paths that will be needed as our society becomes increasingly data-driven and technology based. We will also increase the number of IU East students who participate in research with faculty experts, and who contribute to community-based research needs, exhibitions, and performances. Finally, we will increase our contributions to the regional economy by developing academic programs that meet regional workforce needs. We will engage more broadly with regional business to support the continuing educational needs of their employees and leverage our expertise and resources to help address local issues.

At IU East, student success is built on a foundation of inspiring, high-quality classroom experiences and accessible, personalized support and resources. A student’s sense of belonging on our campus contributes greatly to their success, especially when barriers to their ability to access resources, connect with peers and navigate the academic environment are removed. Through responsible stewardship of IU resources, we will:
Objectives:
- Increase student retention by implementing a one-stop student services model.
- Increase student perception of a supportive campus environment by establishing a Campus Wellness Center to provide better access to mental health and wellness resources.
- Increase retention of underrepresented students by developing a thriving Groups Scholars cohort program.
- Implement a case-management approach to provide personalized, holistic student support.
- Ensure campus policies and practices are not barriers to student success, especially for first generation and historically marginalized students.
Metrics:
- Increase fall-to-fall retention rates of first-time, full-time on-campus beginners to align with the top 25% of institutional peers.
- Increase four-year and six-year graduation rates for first-time, full-time on-campus beginners to align with the top 25% of institutional peers.
- Increase National Survey of Student Engagement (NSSE) scores reflecting student’s perception of a supportive campus environment from 41.6% (first-year students) and 30.6% (seniors).
- Decrease time between student’s initial request for non-emergency mental health counseling and the first appointment from three to five days to 24 hours.
- Increase student participation in U Bring Change 2 Mind
- Increase retention and graduation rates of first-generation and historically marginalized students to match those of the overall student body supported in part by a thriving, new Groups Scholars program.
Goal 2: IU East will stabilize student enrollment, maximizing retention efforts and online presence.
IU East recognizes that improving the success of on-campus students will play an important role in stabilizing overall enrollment. Increasing the retention of on-campus first generation, Pell eligible and historically marginalized students is a vital and imperative aspect of this strategy to both our campus and our community.
Objectives:
- Stabilize on-campus enrollments by implementing a strategic enrollment management plan with a focus on student retention and historically marginalized students.
- Impact career success and social mobility of our graduates by offering curricular and cocurricular experiences that remove systemic barriers and address the workforce needs of our region.
- Increase need-based financial support to increase access for degree-seeking undergraduates.
- Offer high quality, online curricula in a format that meets the needs of online learners.
Metrics:
- Ensure 50% of all undergraduate students obtain at least one microcredential related to career preparation.
- Increase the percentage of first year and senior students reporting participation in one or more high-impact practices from 0% and 49% (2018 NSSE), respectively.
- Increase the number of Global Classroom offerings and Global Circle programs.
- Increase the number of academic programs with a technology or digital-focused curriculum to prepare students for a digital economy.
- Increase the number of students participating in on-campus activities, such as student life programming and attendance at athletics games.
- Increase student entry points into online degree programs from twice per year to six times per year.
- Develop new partnership with Office of Online Education to ensure admission, retention and graduation rates of online students meets or exceeds those of on-campus Graduation rates for online programs will be tracked beginning in 2023.
- Ensure courses in the three most highly enrolled online programs follow the Quality Matters rubric, a criteria of best practices in online and blended course design.
- Reverse the trend of increasing unmet need for the overall student From an average of $5,314 (2021-2022 data).
- Equalize the unmet need of low-income and historically marginalized students to the need of their peers by decreasing the 14% difference in need to 0%. (2021-2022 data)
IU East will engage in high-impact research and creative activity, advance knowledge, and improve the lives of people in Indiana and beyond.Goal 1: IU East will develop a mission-centric culture of research and creative activity that supports student success and community engagement.
IU East is committed to the teacher-scholar model as essential to preparing students for success in a changing world, while also serving the needs of our regional community. Every academic unit in IU East will engage in scholarly and creative activity that creates new knowledge, provides experiential learning opportunities for students and creates opportunities to better serve our regional communities.
Objectives:
- Increase the number of students who participate in undergraduate research and experiential learning.
- Increase the impact of faculty reassigned time.
- Increase the impact of professional development funds on scholarly productivity.
- Increase external funding (foundations, federal and state government, community partnerships, etc.).
- Create a culture of recognition of faculty and faculty-student research and creative activity endeavors.
Metrics:
- Increase the number of first year and senior students reporting participation in faculty-mentored research from 0% and 15% (2018 NSSE).
- Increase the number of faculty on-campus professional development opportunities on the scholarship and practice of undergraduate research.
- Increase the percentage of faculty with research reassignment who have documented research or creative activity to 100%.
- Increase the number of students presenting the results of their research or creative activity at venues such as the IUE Undergraduate Research Conference and Indiana University Undergraduate Research Conference, from an average of 35 per year.
- Increase the average number of external grant submissions.
- Increase the marketing of faculty scholarship and success in our communities.
IU East will improve the lives of people and the economic vitality of Indiana and beyond through timely education, research, innovation, economic development, community service, and engagement.Goal 1: IU East will build on successful initiatives in the community and in the P-12 education sector to contribute to the future economic prosperity of the region.
As a regional campus of Indiana University, IU East is committed to being a “steward of place,” established in 1971 by a request from our community to bring high quality educational opportunities to this region. IU East is prepared to deepen our role in the community to not only support the social mobility of its citizens, but also to use our academic expertise to support and contribute to the economic and cultural prosperity of our region.
Objectives:
- Increase impact within the community by reallocating resources or obtaining external funding to create a Center for Community Engagement for facilitating and supporting connections between community partners, students, faculty, and staff.
- Positively impact educational attainment in our region.
- Strengthen P-12 partnerships by making our programming and resources more accessible to the schools in our region.
Metrics:
- Ensure students seeking or required to have an internship or service-learning opportunity will receive support in their search.
- Increase IU East presence on community and industry advisory boards in the region from nine.
- Increase revenue through the growth of non-credit microcredential offerings for regional businesses.
- Increase number of Pell-eligible and historically marginalized regional high school students matriculating at IU East.
- Increase percentage of on-campus baccalaureate graduates who are employed in Indiana five years out from graduation from 54.4% to 65%.
- Increase number of Indiana College Core (ICC) Certificate high school partners from 13 by expanding beyond Wayne County.
- Increase number of ICC completion certificates awarded per year from 10.
- Increase number of high school Career Pathways partnerships from one.
- Increase the number of Education graduates.
- Increase the number of IU East’s College Now program partners outside of Wayne County by eight.
- Track and act on feedback regarding workforce needs from representative industry subcommittees of the Chancellor's Board of Advisors.
